Before any expenditure is incurred

by way of a subsidy in aid of commercial aviation I

should be glad to receive in detail particulars

of the proposed scheme, as requested in my

predecessor's despatch No. 121 of the 11hMay.

In view of the united front presented by the

Unofficial Members of Council against the proposals

for instituting locally a Division of the R.N.V.R.

I have reluctantly decided that it would not be

right to proceed with that project which is

obviously one of which the prospects of success

must be largely dependent on the keen support

of the Unofficial community.

I take this opportunity of observing

that no provision has been specially made in the

estimate of expenditure for the outlay which may

be necessary in connection with the enforcement

of a system of registration of mui-tsai.

on that matter as soon as events indicate what the

likely requirements may be.
